Dave has over 30 years of experience working in the employee benefits industry. He is
a licensed consultant typically working with companies and agencies that have 500+
employees. Dave consults daily with some of Utah’s most notable employers about
their employee benefits needs and challenges, health care reform, cost containment,
and maintaining a competitive position in the marketplace. He has over 20 years of
experience working with unions and collective bargaining arrangements. Dave has
strong experience and is known for his skill in working with the public sector in regard
to RFP and procurement of employee benefits processes. Dave is known nationally as
a health reform expert and reformer. Dave was appointed by Governor Jon Huntsman
Jr. to the Utah Defined Contribution Risk Adjuster Board and is currently the only board
member reappointed by Governor Gary Herbert. Dave currently serves as the
chairman. In recent years Dave has testified at the NAIC and at several State
Legislatures/Assemblies in regard to health reform and health exchanges. He was
given a letter of commendation by Governor Herbert for his health reform efforts. Dave
has the unique ability to assess, plan, implement, gain consensus, communicate and
execute strategic initiatives even when they are complex and challenging. Dave holds
a Bachelor of Science degree with an emphasis in finance from Provident University.
Responsibilities: Consultant, plan design/contribution strategy, renewal and long-term
strategy, carrier/vendor evaluation and recommendations, rate negotiations, claims
analysis, account/project management, communications, and wellness.
